Jonathan Bess — Founder & Chief Executive Officer

Founder & Chief Executive Officer

Jonathan is the Founder and Chief Executive Officer of Mercury Federal. A former U.S. Navy Commanding Officer and senior federal technology executive, he has spent more than three decades leading digital modernization initiatives across the Department of Defense and the Intelligence Community. Prior to founding Mercury Federal, Jonathan held executive leadership positions with the Joint Staff, Fleet Forces Command, the Department of the Navy CIO, the Department of Defense CIO, Deloitte, the Joint Artificial Intelligence Center (JAIC), and Palantir. Jonathan holds a Master's degree in Government Analytics from Johns Hopkins University.

Timothy Brice — Chief Revenue Officer

Chief Revenue Officer

Timothy Brice is Chief Revenue Officer, leading Mercury Federal's sales strategy, business development, and strategic partnerships. With more than 25 years of federal technology sales experience, Tim has helped agencies evaluate, acquire, and deploy mission-critical technologies across the Intelligence Community, Department of Defense, and civilian agencies. His career includes leadership roles with Sun Microsystems, Oracle, VMware, Broadcom, and Andreessen Horowitz's first portfolio investment.

Dr. Stephen Quinn, MD, FACEP — Chief Medical Officer

Chief Medical Officer

Dr. Stephen Quinn serves as Chief Medical Officer, providing executive medical leadership across Mercury Federal's healthcare and life sciences portfolio. A board-certified emergency physician and Fellow of the American College of Emergency Physicians, Dr. Quinn brings more than 25 years of clinical experience spanning civilian emergency medicine, military treatment facilities, EMS medical direction, flight medicine, disaster response, and critical care. He currently practices with Sentara Health System and the 633rd Medical Group at Joint Base Langley-Eustis, and was recognized as a Virginia Top Doctor in 2024 and 2025.

Holly Davis — Senior Director, Operations

Senior Director, Operations

Holly Davis leads sales operations, customer engagement, and operational excellence across Mercury Federal's federal business. With more than a decade of experience supporting agencies including the Department of Energy, NNSA, NASA, and the Department of the Interior, Holly has held positions with Optiv + ClearShark, VMware, SolarWinds, and immixGroup. She specializes in federal procurement, strategic account management, cloud, cybersecurity, virtualization, and enterprise infrastructure.

Oscar Vaughn, PMP — Senior Director, Federal Sales

Senior Director, Federal Sales

LTC (Ret.) Oscar Vaughn leads Mercury Federal's federal sales organization, helping agencies acquire mission-critical technologies supporting defense, homeland security, and enterprise modernization. A retired U.S. Air Force Lieutenant Colonel with more than 35 years of leadership experience, Oscar has held executive positions with Mission Support and Test Services, Jacobs, Noblis, and Hewlett Packard Enterprise, leading major federal technology programs and multi-million-dollar government portfolios.

Lenny Washington — Senior Director, Strategic Alliances

Senior Director, Strategic Alliances

Lenny Washington leads Mercury Federal's business development strategy and strategic technology partnerships. With more than 30 years of experience in enterprise technology, cybersecurity, cloud computing, AI, and channel development, Lenny has held leadership roles with Hewlett Packard Enterprise, TD SYNNEX, Climb Channel Solutions, and Westwind Computer Products, building strategic alliances across federal and commercial markets.

Keith Shockley — Senior Director of Strategy

Senior Director of Strategy

Keith brings more than 37 years of distinguished military and federal leadership experience following his career as a U.S. Navy Commander. He is a certified Project Management Professional and holds a master's certificate in Artificial Intelligence and Machine Learning from the Wharton School, along with an AI Business Strategy certification from Johns Hopkins University. As Deputy Director for Training and Production at the Naval Education and Training Command, he directed global training operations supporting more than 250,000 Sailors, Marines, and civilians annually, managing a budget exceeding $620 million.
